Глобальная модернизация ядерных сил и/или сокращение ядерного потенциала страны

Очередная государственная программа по модернизации ядерных сил Российской Федерации запущена в действие. Об этом в недавнем интервью «Российской газете» заявил вице-премьер Сергей Иванов. Попробуем посмотреть, насколько соответствует его заявление теории и практике развития событий вокруг ядерного потенциала нашей страны.

В первую очередь стоит обратить внимание на материальную сторону ядерной модернизации. Безусловно, она требует затрат и затрат немалых, а именно их очень тяжело позволить себе России, в принципе, и в современных финансовых условиях особенно. Однако базовая основа для модернизации также существует и отличается определённой представительностью в лице полусотни РВСН и подходящих к ним полутора тысяч ядерных боезарядов, 14 морских стратегических ракетоносцев с «Синевой» (одной из новейших ядерных ракет ВМФ) и бомбардировщиков ( Ту-95 , Ту-160 ), том числе и дальнего действия ( Ту-22 М3). Последние, к примеру, уже в 2009 году планируется оснастить прицельно-навигационными комплексами нового поколения, увеличить дальность и продолжительность полёта, а также улучшить систему бортовой обороны. В принципе, логично – зачем изобретать велосипед, когда его можно подправить? В случае же полной невозможности материальных вложений всегда остаётся вариант с продлением срока службы тех или иных ядерных объектов – к примеру, тех же ядерных ракет Р-36М. Правда, не будем забывать и о новых разработках, которые планируются в будущем.

Вторым пунктом у нас выступают слухи о возможной новой политике Барака Обамы, якобы предложившего (или собирающегося предложить) России сокращение ядерного арсенала обеих стран. Предложение интересное, и вроде бы даже Медведеву по душе, но что по душе лично мне, так это то, что подобное сокращение в позиции по модернизации, скорее всего, ничего не меняет. Ну, станет у нас процентов на 10-20 ядерных ракет поменьше. Спишем на это дело весь хлам – чем не модернизация?

Хотел цифрами набить, сбился нули считать. Есть такая страна, из бывших республик СССР, Узбекистан. Сравнительно равная по территории и численности населения с Иракской республикой. Так там весь военный бюджет менее миллиарда. Снайперы и спецназовцы, десантники, летчики, танкисты… Все это конечно круто, но хотелось бы вспомнить о такой архиважной службе, как военная медицина. Трудно представить себе человека в погонах, который ни разу не столкнулся с военными врачам и не был их пациентом, на поле боя ли, в тылу ли. Есть у меня желание дать некоторый исторический обзор данной области, и начать хотелось бы с человека, которого по праву можно считать отцом военно-полевой хирургии. Учения стран Балтии 2009

В этом году планируется провести крупномасштабные учения Baltic Host 09. Учения будут проводиться под эгидой НАТО и нацелены на проверку и отработку мер урегулирования кризисных ситуаций, которых в мире в последнее время много. Учения балтийских стран 2009 года, на мой взгляд, будут отличаться от учений проводимых ранее.
Учения стран Балтии проводились уже много раз. Цель этих совместных учений - проверка боеготовности военнослужащих для совместного выполнения военных операций в кризисных и опасных районах планеты.
Состав участников таких учений обычно составляют представители вооружённых сил из трех Балтийских государств, к ним присоединяются другие страны.
Так, например в ходе учений стран Балтии 2006 года, в учениях принимали участие представители 17 государств. Кроме балтийских стран, на том военном форуме были представители вооружённых сил таких стран как США, Бельгия, Канада, Дания, Франция, Германия, Италия, Великобритания, Нидерланды, Норвегия, Польша, Португалия, Испания, Турция, Швеция, Финляндия и Украина.
Возможно, что намеченные на 2009 года учения стран Балтии Baltic Host 09 будут не такими масштабными и в них не будут задействованы подразделения сухопутных сил, ВМС и ВВС стран в таком количестве. Хочу напомнить, что в ходе учений 2006 года принимали участие 60 кораблей, несколько подводных лодок, 8 специальных подразделений, 15 самолетов и вертолетов.
Возможно, что финансовый кризис повлияет и на размах учений Baltic Host 09, но только планируется более скромное представительство стран-участниц и гораздо скромнее учений 2006 года.
